is the Vice President
Institute for Clinical Effectiveness and the Chief Patient Safety Officer
at Memorial Health University Medical Center in Savannah, Georgia. He is
responsible for the overall Quality Initiative throughout the Memorial Health
system and contributes to the coordination of regulatory, compliance, and
performance improvement activities. His special interest include modernizing
the structure of the medical staff and building evidence based, best practice,
clinical processes, facilitated by electronic automation, to achieve optimum
patient outcomes in terms of health, efficiency, and safety. In 2003, Memorial
Health accomplished an 80% reduction in Sentinel Events and Near Misses
compared to the previous four year average and held through gains through
2004. Memorial Health ranks in the top 10% of Premier Benchmark hospitals,
in top ranked group in 15 of 20 AHRQ annual complications reports and in
the top decile in 3 out of 5 CMS demonstration project groups. Prior to
joining Memorial Health Dr. Carlton served as a Urologist in Savannah, GA
for 34 years and was President of the medical staff at Memorial Health from
1992 to 1994.
